NC Red Flag Campaign

In the spring and summer of 2006, TPEP evaluated Phase 2 of the Red Flag campaign developed by the North Carolina Division of Alcohol Law Enforcement, the NC Division of Mental Health and Substance Abuse Services, and the NC Health and Wellness Trust Fund. The campaign is designed to prompt tobacco retailers to check for the red border on NC driver’s licenses that indicates a person is under 18. The evaluation took place through interviews conducted before and after the campaign ran in two different counties, one Phase 2 county and another that would not receive campaign materials until Phase 3.

In the summer of 2005, TPEP evaluated Phase 1 of the Red Flag campaign by conducting interviews with merchants in a Phase I county, as well as with UNC students, to evaluate the campaign and to make recommendations for its improvement in future phases.
